Measuring this in minutes may not match the scanning frequency of a reputation list (in fact, I'm certain it doesn't for at least some sources), or the scanning frequency of a Ry, not to mention the re-scanning post-mitigation (which as Jim points out, varies by provider, possibly by a lot).
