@ James, you raise a fair point about how to balance the benefits verses risks so that all the risks don't fall on the contracted parties. We should explore if there are ways to deal with this.

If the benefits to the Internet/society as a whole are so evident, then government should be able to provide clear guidance (even exemptions!) to ensure that Contracted Parties are not assuming business risks to provide these global benefits. To date, governments have failed to do this.
