Jeff Neuman
35:09
When we get to section III, I would like to explain why I am making such extensive changes and make sure we are all on the same page.
Jeff Neuman
36:04
Sorry, not Section III, but this part
Dennis Tan
36:10
Thanks, Jeff. That would be helpful. This is a starting point so we certainly expect it to change
Jeff Neuman
37:12
You can see how far I got :)
Edmon Chung
54:02
sorry i may have missed... have the operation track started?
Edmon Chung
54:31
ok thx
Steve Chan
54:55
It should get kicked off quickly this year, by Council leadership
Donna Austin, GoDaddy Registry
57:14
@Steve, it was my understanding that the operational track was outside the purview of Council and is between GDS and CPH, but if Council Leadership can bring pressure to bear would be good.
Steve Chan
59:07
That’s essentially it Donne, just kicking things off and passing the baton. Although, it’s not really with GDS necessarily, but rather for the CPH to identify which parts of the IDN Implementation Guidelines may require amendment. Which are then validated by a likely reconstituted IDN Guidelines WG.
Edmon Chung
01:00:07
sorry which "study group"?
Ariel Liang
01:00:23
I think Jeff is referring to the RZ-LGR Technical Utilization Study Group
Edmon Chung
01:00:42
ah ok
Edmon Chung
01:00:47
thx ariel
Ariel Liang
01:03:13
The charter questions are drafted in the way that we want to make sure the policy principles are confirmed first by the EPDP. So gating questions are asked first, and then subsequently questions are built on the affirmative answer to the gating questions
Jeff Neuman
01:03:31
Arial, that is my point...they do not need to be confirmed
Jeff Neuman
01:03:48
They are assumed confirmed
Jeff Neuman
01:03:53
unless there is a reason not to
Ariel Liang
01:04:14
Curious what other members think
Jeff Neuman
01:04:22
So the ePDP should not be asked to confirm
Jeff Neuman
01:04:33
that would undermine other PDPs
Jeff Neuman
01:04:53
By the way my hand is new :)
Jeff Neuman
01:05:50
But the SubPro PDP replaces the Staff paper once adopted
Donna Austin, GoDaddy Registry
01:06:00
Does the staff paper capture the recommendations from SubPro and how they impact this EPDP?
Jeff Neuman
01:06:23
@Donna - no
Ariel Liang
01:06:33
I think it is more like SubPro’s recommendations capture some of the staff paper recommendations, based on my review
Juan Manuel Rojas
01:07:07
It is not possible to merge both?
Ariel Liang
01:07:27
The charter questions have merged them in overlapping areas
Donna Austin, GoDaddy Registry
01:07:45
I think it would be really helpful to have the staff paper updated to incorporate the subpro recommendations.
Jeff Neuman
01:10:26
I have reworded a bunch of them
Jeff Neuman
01:10:30
already :)
Ariel Liang
01:11:46
There is no inconsistency between the staff paper and subpro recs…it seems more like SubPro didn’t cover some of the staff paper recommendations. Happy to have Jeff/Steve correct me
Jeff Neuman
01:12:04
There are a few (not many) differences
Jeff Neuman
01:12:13
but basically a bunch of overlap
Steve Chan
01:12:49
As noted by Ariel and Jeff, the SubPro recs are largely consistent with the staff paper
Steve Chan
01:13:07
What the staff paper also does is talk about the ramifications of those recommendations, which are captured in the draft charter now
Jeff Neuman
01:13:16
The real issue is that this WG should not be asked to confirm what another PDP does
Steve Chan
01:13:27
So I don’t believe an update of the staff paper would be necessary
Ariel Liang
01:14:31
So basically Jeff is suggesting that we remove the gating questions to confirm the policy principles that SubPro already confirmed, if I understood Jeff’s suggestion correctly
Ariel Liang

Jeff Neuman
01:15:24
I believe we can move a lot quicker
Donna Austin, GoDaddy Registry
01:16:02
Maybe this has already been done, but is it possible to provide a summary of SubPro recommendations and point to the areas of overlap? This is an issue that has the potential to derail the WG if it is not clear.
Ariel Liang
01:16:34
Yes, all the SubPro recommendations are reproduced in the relevant charter questions as context
Ariel Liang
01:17:26
L
Edmon Chung
01:17:46
agree that we should have the stocktaking in the beginning and go through it
Donna Austin, GoDaddy Registry
01:18:09
Ariel, I appreciate that, but I think a standalone document would also be helpful for completeness.
Donna Austin, GoDaddy Registry
01:19:05
To do that, I think we should extend the meeting to 90 minutes.
Ariel Liang
01:19:32
@Donna - all SubPro’s recommendations on IDNs are under Topic 25, Subsequent Procedures PDP Final Report, pp.113-117: https://mm.icann.org/pipermail/gnso-newgtld-wg/attachments/20201222/4a348f26/SubPro-FinalReport-upd22Dec2020-ConsensusCall-0001.pdf#page=113
Ariel Liang
01:19:55
It is listed as part of the homework reading for this meeting
Ariel Liang
01:22:51
Hand up
Ariel Liang
01:26:31
Repetition is due to the gating question…we didn’t make assumptions
Edmon Chung
01:27:32
its difficult with all the strikeouts for the first pass :-P
Edmon Chung
01:27:40
i would agree with jeff 2 weeks into this
Edmon Chung
01:27:42
:-P
Jeff Neuman
01:28:22
If a new draft is proposed that deletes all of the repetition
Edmon Chung
01:29:27
i have to say i havent read it yet... lets keep them in, we can get to that next 2 weeks?
Jeff Neuman
01:29:42
Exactly @donna
Jeff Neuman
01:30:25
Its very bad precedent to ask one PDP to confirm the results of another PDP
Jeff Neuman
01:32:09
Example: For things that both SubPro and ICANN Org agree with, state it once with a footnote. Don't state the same sentence twice
Donna Austin, GoDaddy Registry
01:32:21
I agree Jeff. If the assumption is that the SubPro recommendations are policy they should stand and the WG should address those questions not considered by subpro.
Edmon Chung
01:32:31
thx bye, happy 2021
Ariel Liang
01:32:36
Thanks everyone
Juan Manuel Rojas
01:32:37
thanks all
Pitinan Kooarmornpatana - ICANN org
01:32:39
Thanks all
