I think every company is different - general requirement is legal service, but when I was at Neustar I did consider individual requests from US law enforcement or foreign law enforcement confirmed by US law enforcement.

The obligation to the data subject is more likely to be to tell the data subject when the data is actually disclosed to a third party, not merely requested by a third party (assuming not all requests will be granted).
