Calvin, to my knowledge there are no such moves. I was part of the team who did the study, and I am not aware of any follow up activity beyond what is already in the ICANN African strategy. Assuming that is the study you are referring to...

Something that has struck me recently, since I have joined a ccTLD board (ZADNA) is that there is very limited guidance from the ICANN end on how to grow an effective ccTLD. I found a document with guidelines, but it was very out of date.

The DNS infrastructure of TLDs should be treated as National critical systems and be given enough resources (human and monetary) to protect its integrity and ensure availability and reliability. The government in its effort to accelerate digital transformation should take advantage of the DNS as a tool that enables a country's identity online, and the availability of local content. and as Fedrick has alluded, universal access, inclusion and rural penetration are key. </COMMENT>
