<COMMENT>I would like to mention complete failure of ICANN Government Engagement and multistakeholder mission , based on Russian experience.Currently in Russia fully implemented sovereign “National Domain Name System”, which became obligatory for use by network operators and used by Russian Government for censorship (especially wartime censorship) and fragmenting the Internet.That became possible, because of constant ICANN ORG’s agreement with any Russian Government developments, motivated to the public by “we need to follow local legislations”.Moscow based Eastern European ICANN managers never said a word of disagreement with Russian Government of “Sovereining the Internet” ideas, de-facto approving all sovereigning and fragmentation developments. Goran Marby, while visiting Russia met only with telecom ministry and it’s GONGOs.

In monitoring Russian developments, ICANN org is not seeing (probably intentionally) technological fragmentation developments, formalised not only on laws, but on by-laws or regulator instructions.So, ICANN’s Government engagement looks good only at ICANN meetings and webinars.
