Great question, the best reference on the creation, closure, working methods, etc. of GAC working groups are the recently finalized "GAC Working Group Guidelines".

If it can help - the square bracket text is not referring to proposal inside the GAC but it refers to the content of some replies to the public consultation

I don't think that is accurate, Gemma. Manal had just clarified that the "proposal" was conveyed to the GAC on a verbal basis during this meaning.
