Rec 2 is a great idea. As a ISOC Board member I assure you the work is much much more than expected. Need time management training, dealing with people etc
Vanda Scartezini
01:09:35
we believe will be Glenn
Glenn McKnight, Desktop
01:09:40
Two years is a good idea
Cheryl Langdon-Orr
01:09:44
Noted @Glenn
Cheryl Langdon-Orr
01:10:22
So everyone gets a clean slate then term limits run post implementation
Glenn McKnight, Desktop
01:10:25
I think a mentoring of seasoned and new Nomcom members is a good idea
Cheryl Langdon-Orr
01:10:41
Yes we believe that is essential @Glenn
Stephen Deerhake (.as - ccNSO Councillor)
01:10:45
<QUESTION So if I understand Tom properly, 2 years, on, then 2 years off, and then potentially 2 years back on?</QUESTION>
Vanda Scartezini
01:10:58
thanks Glenn we believe takes time to absorbed all and it is relevant to have one more year to really use most of the training and experience
Cheryl Langdon-Orr
01:11:55
and ONLY for 2 Terms as a overall restriction
Vanda Scartezini
01:12:35
restrictions allows expanding participation
Cheryl Langdon-Orr
01:12:44
Exactly @Vanda
Paul Diaz
01:13:30
Community Forum = March mtg, Policy Forum = June, no? So Rec 7 re early departures applies to members leaving after the June mtg?
Cheryl Langdon-Orr
01:13:43
Yup
Lars Hoffmann
01:13:54
@Stephen - yes- a minimum of 2 years off.
Paul Diaz
01:14:05
Thanks for the clarification!
Sébastien Bachollet
01:15:53
<Q> Did the 2Y will start at the same time for all the Nomcom members?<Q>
Cheryl Langdon-Orr
01:16:24
Half of a NomCom are refreshed each Year SeB
Lars Hoffmann
01:16:44
@sebastien: the proposal is that the initial seating will see half of the noncom being seated for 1 year. The other half for two years.
Sébastien Bachollet
01:16:49
Thanks Cheryl
Stephen Deerhake (.as - ccNSO Councillor)
01:16:53
<QUESTION>Is this proposal a change to a fundamental Bylaw?</QUESTION>
Lars Hoffmann
01:17:52
@Stephen: we do not believe it is a fundamental bylaws.
Cheryl Langdon-Orr
01:18:50
Thanks Lard I was typing but you beat me ;-)
Cheryl Langdon-Orr
01:19:00
Lars (sorry typo)
Lars Hoffmann
01:19:11
We will of course confirm whether fundamental or not. But our ready of article 25.1 indicates that only 8.1 is part of the bylaws. term lengths is under 8.3
Lars Hoffmann
01:19:17
*reading
Cheryl Langdon-Orr
01:20:21
We will of course take ICANN Legal' advice on any Bylaw proposals though @Stephen
Cheryl Langdon-Orr
01:21:08
So the Seating plan remains as is..
Glenn McKnight, Desktop
01:21:34
So no seat for NPOC?
Cheryl Langdon-Orr
01:21:46
but there *IS* rebalancing needed as noted in the IE Report within GNSO
Glenn McKnight, Desktop
01:22:02
Interesting that the NCUC occupies this seat vs rotating via the NCSG
Cheryl Langdon-Orr
01:22:09
and we propose that the GNSO needs to arrange itself into the 7 allocated seats it has
Lars Hoffmann
01:23:39
@glenn - I believe the reason is that when those articles were drafted the NPOC and NCSG did not exist. And the language has never been updated since.
Lawrence Olawale-Roberts
01:24:18
The At-Large is the only constituency with the largest membership on the Nomcom was a similar letter sent to to At-Large on re-balancing within the NomCom?
Stephen Deerhake (.as - ccNSO Councillor)
01:25:50
@Lars: If you are not fiddling with Section 8.1 you are in calm waters...
Cheryl Langdon-Orr
01:25:51
Lawrence ALAC already has a seat per geographic region that ALAC and At-Large is constituented from so there is no need for a rebalancing there... the Independent Examiner did identify an issue with the GNSO however
Lars Hoffmann
01:26:06
@lawence - it was not because the overall numbers for the gnso and the at-large remain the same. The NomComRIWG is simply proposing to align the language for the GNSO to mirror the language that is already in place for the at-large seats. That is why the nomcomriwg decided not to send a letter to the at-large.
Glenn McKnight, Desktop
01:26:08
Who selects the NomCOMRIWG?
Cheryl Langdon-Orr
01:26:16
We assume so @Stephen ;-)
Lars Hoffmann
01:26:38
@glenn - it is an open working group, anyone can join. that has been the case since the start of the second noncom review.
Glenn McKnight, Desktop
01:26:52
l
Vanda Scartezini
01:27:05
you meant standard committee GLENN?
Stephen Deerhake (.as - ccNSO Councillor)
01:27:15
@CLO: Thank you for the clarification.
Cheryl Langdon-Orr
01:27:52
NomComRIWG is open and included both now Members since the Report on the NC Review, as well as Members who have been consisitent, BUT they RIWG only implements what the Board has accepted re the Implementation of the 27 Recommendations made in the IE Report
Cheryl Langdon-Orr
01:28:15
it is an Implementation Team
Lawrence Olawale-Roberts
01:30:34
Different constituencies make up the NomCom membership and At-Large represent End-Users. Thus where there is a need to have broader representation within the community one constituency with 5 members on the NomCom may need to be re-balanced. At-Large could rotate membership across regions
Stephen Deerhake (.as - ccNSO Councillor)
01:31:54
<QUESTION>Realistically, is there enough time for a public comment period given that the NomCom has to stand aside until the SO/AC's have finalized their Board appointments?</QUESTION>

Yvette Guigneaux
01:35:10
No worries Cheryl
Lars Hoffmann
01:35:10
@Stephen - apologies, I missed the context for your question.
Priyatosh Jana
01:36:00
No audio
Dave Kissoondoyal
01:36:50
I had no audio and had to disconnect and reconnect to get audio
Lawrence Olawale-Roberts
01:36:59
I would also want to draw the committees attention to the fact that the remit of the NomCom now includes appointing P.T.I Board members but no adjustment has been made to NomCom's membership based on this. Where there are calls by stakeholders for representation how can this be accommodated under the current review.
Raphael Beauregard-Lacroix
01:37:07
Also got a similar problem earlier about losing audio
Yvette Guigneaux
01:38:34
Dave - can you hear the call now? Audio good?
Stephen Deerhake (.as - ccNSO Councillor)
01:38:52
Tom made reference to a public comment period.
Stephen Deerhake (.as - ccNSO Councillor)
01:39:19
That is the comment.
Stephen Deerhake (.as - ccNSO Councillor)
01:39:52
You only have 6 months if my maths is correct.
Cheryl Langdon-Orr
01:40:01
SOme implmentations may effect different upcoming NC's
Stephen Deerhake (.as - ccNSO Councillor)
01:40:02
OK, thank you for that.
