All of the fields should be standardized across the entire system, not just the gTLDs and contracted parties. This is an Internet standards matter. Standardization should go through the IETF and IANA registry process.

@Steve, certainly the latter, and I am not sure if the former is needed. We made a lot of changes in phase 1. Not sure if any contradicted current IETF standards, so perhaps consultation not needed. I know we removed the usage of certain elements. Do not thin we added any new ones.

@Alan, actually, it’s been a surprise to me that the data elements have not been documented in an IANA protocol registry. What’s happened in practice is the data elements have been documented in EPP and related mechanisms.

@Steve, My take is that since it only applies to gTLDs, it is not an IANA issue (just as IANA does not document the fields used in ccTLD WHOIS. But of course, they could ALSO be IANA registries.
