Apologies for arriving late.
Jeff Neuman (GNSO Liaison to GAC / SubPro)
30:29
@Seb.....The next chair will not be tolerant of lateness :)
Sebastien Ducos - GNSO/RySG
31:56
@Jeff thank you for keeping me honest 🙂
Anne Aikman-Scalese
32:20
@Nathalie - will incoming Councilors receive a different link for the Part 2 meeting?
Nathalie Peregrine - ICANN Org
33:25
@Anne, the Zoom link will be the same for Part 2 🙂
Kurt Pritz
36:13
How can the Board vote projects be green? We have been waiting for IGO names for about a decade but somehow it is “on schedule." We should also measure ourselves against an original timeline in addition to the most recently updated timeline.
Maxim Alzoba (RySG)
39:42
+1
Ariel Liang - ICANN Org

Nathalie Peregrine - ICANN Org
46:21
@maxim let me know if you would like a dial out?
Maxim Alzoba (RySG)
47:46
it seems to be ok - I switched to another provider
Maxim Alzoba (RySG)
54:59
I have a question on the new RZM
Maxim Alzoba (RySG)
56:30
even sandbox with non real TLD would be enough
Maxim Alzoba (RySG)
56:44
thanks
Mark Datysgeld
01:00:48
One of the recommendations of the Small Team on DNS Abuse speaks directly to Stephanie's point, which is that of reaching out beyond our very limited bubble, making use of our global community to do so.
Mark Datysgeld
01:00:58
One of the recommendations of the Small Team on DNS Abuse speaks directly to Stephanie's point, which is that of reaching out beyond our very limited bubble, making use of our global community to do so.
Kurt Pritz
01:02:04
@Stephanie: for example, the DNS is 50 years old and relatively unknown; blockchain is a few years old but most everyone is aware of it. How it that remedied?
Stephanie Perrin
01:02:20
Thanks very much!
Stephanie Perrin
01:04:08
Hard to remedy that….people got the idea that they could get rich from blockchain and crypto currency, the idea spread like wildfire, Not that any of those people understand what it means and what the broader public policy issues might be. So briefly Kurt, I think it is all about the $$$
Stephanie Perrin
01:06:20
Please can you remind people to state their first and last names when they speak....the transcript is not great and names get lost fairly often.
Ariel Liang - ICANN Org
01:10:33
Thanks Stephanie. We will get a reminder in when we have a chance
Marie Pattullo
01:11:13
Right now it's Michael P, Stephanie; before that was Philippe. HTH.
Stephanie Perrin
01:15:56
+1 Theo on the definition issues
Marika Konings - ICANN Org
01:17:20
Note that the Council is expected to review the proposed recommendations and give green light before the Scoping Team proceeds with these items (registrar survey and possible audit).
Kurt Pritz
01:18:07
Mike - you should try the internet
Maxim Alzoba (RySG)
01:18:53
Was it not reaching consensus on the particular definition or not being able to formulate the definition/
Maxim Alzoba (RySG)
01:18:54
?
Marie Pattullo
01:19:11
Syntactical accuracy is one aspect, and vital of course. But anyone who has any kind of data set – from a business down to my personal address book – knows that isn’t enough. Due diligence is also a core aspect of any business operation.
Marika Konings - ICANN Org
01:19:27
In relation to working definition, note that the report states the following: “Instead of referring to a definition or working definition, the Scoping Team noted that it would be more accurate to agree and refer to a current description of how existing accuracy requirements are understood and enforced. The group agreed that a working definition created challenges because the group was endeavoring to establish a shared starting point. The Scoping Team agrees that a current description does not preclude future changes. This is simply a statement of current requirements. It is possible, for example, for requirements and enforcement to evolve and/or change as a result of future work.”
Maxim Alzoba (RySG)
01:19:36
mass due diligence does not seem to be a good idea
Marie Pattullo
01:20:19
I'd far prefer businesses to act diligently. Maxim.
Maxim Alzoba (RySG)
01:22:25
Marie, it is two different things, due diligence is a process
Marie Pattullo
01:24:57
No, it's not. It can be but it's not limited only to that. If I don't update my perso address book when someone moves, they don't get a birthday card. If I don't update my members' list, they don't get important e-mails from me. In the latter they - and my boss - would rightly be unhappy.
Maxim Alzoba (RySG)
01:25:31
Marie, mass market does not allow for the constant checks
Mark Datysgeld
01:26:07
If you balance out different methodologies, you could say the split between malicious vs. compromised is 50/50. Iterisle points to 70% maliciously registered for phishing for example.
Marie Pattullo
01:29:24
Where do you get the "mass" from? I'm not expecting anyone else to update my lists. That's my job. (Extrapolate to other data; used as an example). There are also legal requirements over some of the data we have, e.g. our financial data. None of that is "mass". You check what is within your purview/control.
Maxim Alzoba (RySG)
01:30:56
millions of registrations
Maxim Alzoba (RySG)
01:30:58
it seems to be mass

Desiree Miloshevic - GNSO
01:32:51
Thanks Olga for chairing the CCOIC group
Marie Pattullo
01:33:36
Due diligence = reasonable = best endeavours = choose your preferred definition, but it boils down to "do the best you can with what you have. Don't throw you hands up in the air and say, can't - hard - so won't". (Shout out to the Man on the Clapham Omnibus for fellow common law types ;-) ).
Manju Chen
01:33:40
Thank you so much to Olga and Staff for the amazing work
Marie Pattullo
01:34:00
+1 to Manju - thanks Olga!
Maxim Alzoba (RySG)
01:34:44
@Marie, how do you plan to check if it is done on time? (like change of the phone or address) please be realistic
Olga Cavalli
01:34:51
thanks to all of you who contributed and please do consider review the documents on public comments
Marie Pattullo
01:35:56
@Maxim, not for me to tell you how you deal with your data, in your company, under your control.
Maxim Alzoba (RySG)
01:37:33
@Marie, there are no triggers of the changes made, so someone has to check it from outside , and it is not a registrar's role to constantly harass clients with requests
Sebastien Ducos - GNSO/RySG
01:37:34
@Olga thank you for being our fearless leader on the CCOICI
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:38:25
I think we need to balance this work with all of the work coming our way
Stephanie Perrin
01:38:28
Yes thanks Olga, we will miss you!
Thomas Rickert
01:38:45
In deed, thanks, Olga!
Stephanie Perrin
01:38:58
If we could identify some low hanging fruit, perhaps we could at least keep up the effort
Marika Konings - ICANN Org
01:39:09
We can definitely plan a dedicated webinar on this topic
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:39:15
@Stephanie - the low hanging fruit I think was the work already done
Stephanie Perrin
01:39:54
I think a webinar/discussion would be great!
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:39:59
We literally just got the GDS Liaison guidelines and need some time to actually review it
Olga Cavalli
01:40:07
thanks!! I will miss you as well 🙂
Marika Konings - ICANN Org
01:40:29
I believe most of the next steps are incremental steps which mainly involve some further work for the staff support team that should not impact other support activities. This may be different for subsequent steps, for example, if/when a community review of certain items is contemplated, but we are not there at the moment.
Marie Pattullo
01:40:43
In the physical world, we don't call checking that our data is accurate "harassment", Maxim. We call it "operating with due diligence like any decent business". But I think we need to stop monopolising this chat with our dialogue & concentrate on the current agenda item ;-).
Ole Jacobsen
01:41:02
@Marie, maybe the GNSO could learn a thing or two from the IETF such as “rough consensus and running code” :-)
Maxim Alzoba (RySG)
01:41:29
@Ole , different definitions of consensus
Ole Jacobsen
01:42:10
The running code part is crucial. Something that WORKS.
Maxim Alzoba (RySG)
01:42:56
it is not possible to have a working policy before it is approved, unlike the code
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:43:04
@Ole - We have been hearing that for decades. Until parties are actually bound by what comes out of the IETF (contractually), it is tough to bring lessons learned fromn there here
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:45:38
At the SPS we really need to take stock of all the things coming down the road like SubPro IRT, SSAD stuff, RPM IRT, UDRP Review, Privacy Proxy implementation...…..
Paul D. McGrady
01:46:16
Thanks Marika. That makes sense.
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:46:17
.And only once we look at all of those things, then we can talk about next steps
Kurt Pritz
01:47:03
If we are not tackling these during the SPS session in Dec., let’s have a separate call to review each recommendation, make an implementation call, and get this behind us. I feel like I am missing something.
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:47:17
Also, speaking personally as the last WG Chair of PDP 2.0, PDP 3.0 Parking LOt items were put there for a reason
Anne Aikman-Scalese
01:47:19
+1 Kurt
Desiree Miloshevic - GNSO
01:47:24
+1 Kurt
Mark Datysgeld
01:47:29
+1 Kurt
Maxim Alzoba (RySG)
01:48:07
how many SPS ideas were not mplemented?
Marie Pattullo
01:48:24
+ 1. We need to implement things we've already agreed - start with that before we do all manner of new and shiny things. We have a responsibility as the manager of the policy process to the community, surely.
Jeff Neuman (GNSO Liaison to GAC / SubPro)
01:48:56
@Maxim - Which year? :)
Maxim Alzoba (RySG)
01:49:06
each year of 4
Mark Datysgeld
01:50:09
The joys of Whois…...
Kurt Pritz
01:56:34
We shouldn't be communicating in hints
Susan Payne
01:56:54
on the ground Sebastien it has been more than hints
John McElwaine
01:57:39
Yes, the Window (I think described as 3-months) was made clear.
Maxim Alzoba (RySG)
02:00:55
LEAs in general do not like to be logged
Maxim Alzoba (RySG)
02:01:39
and if the system is going to be build for LEAs too, there should be something for them not to be logged
Greg Shatan
02:02:35
Is that what LEAs have requested? Should look to GAC PSWG for that type of guidance.
Marie Pattullo
02:03:00
Sorry!
Maxim Alzoba (RySG)
02:03:40
@Greg, it was mentioned often, so requesting PSWG feedback might be a good idea
Alan Greenberg
02:04:21
The Council deadline of 10 Oct is just 2 wks from next Monday. If Council would accept a somewhat later submission from the small team, that could be very useful.
Manju Chen
02:04:36
yes just wherever the small team sees fit 🙂
Marie Pattullo
02:05:52
+1 Manju, and of course, Alan!
Greg DiBiase (Amazon Registrar)
02:06:07
I think sarah may also come- I'm not sure!
Sebastien Ducos - GNSO/RySG
02:06:31
@Greg - understood
Jeff Neuman (GNSO Liaison to GAC / SubPro)
02:08:00
As the ODP Liaison, I am not thrilled with the threat that if we do not approve this right away, there will be a delay of other projects.
Maxim Alzoba (RySG)
02:08:20
it seems to be a test for 3M, with the code not necessary usable after it
Paul D. McGrady
02:08:59
Thanks Marie, Manju, Greg, and Kurt for the helpful feedback for the Small Team.
Mark Datysgeld

The most common very wrong RegEx we see all over the Internet is pretty much: /^[a-zA-Z0-9.!#$%&'*+/=?^_`{|}~-]+@[a-zA-Z0-9-]+(?:\.[a-zA-Z0-9-]+)*$/;

Respectfully, denying the next generation of .brands an application round won't have any affect on whether or not ISPs/browsers get with it. The issue is ISPs/browsers, not the next round.
