@Avri: personally, the goal is 100%, but for example, the group generally thinks that something like 10% acceptance for RTL email addresses is not acceptable in the least. As a general measure, it's just not enough. So there is a lot of consideration for what is the minimum that is reasonable to expect.

@Mark I would argue it is not fair to use adoption statistics, where the possibility of using it has not been, and to a large extent still not is, technically possible. First step to be able to use adoption as a metric is create a level play ground and then observe uptake. Second, if the community wants decides to compensate for the past technical limitations, it can decide to incentivise use of the newly available technology.
