@Rodrigo. …many members of the ICANN community have substantial interest in "advising" the GAC through audiences at ICANN public meetings, etc.! :-) Most often those interaction takes place in the context of bilateral community discussions during ICANN public meetings.

@Rodrigo Part 2 - the GAC Operating Principles - https://gac.icann.org/operating-principles/operating-principles-june-2017 - are a useful guide on GAC decision making. Nicolas provided a good description of consensus being reached in the absence of objection. The Operating Principles refer to quorum requirements in certain instances.

indeed - GAC participants also realised that engaging in PDP work is normally more efficient in order to getting public policy interests duly considered than waiting for the formal GAC Advice phase
