IMHO, a centralized AA is likely to be ridiculously expensive. Why not allow people to use the intake system in either authenticated or unauthenticated mode (understanding that has implications for response) and then allow competing authentication authorities to operate as independent businesses subject to specified requirements?

Renewal periods for different types of users don’t actually have to be uniform. Would make sense to look at the circumstances with each separately, than just set a 2-year renewal period for all of them.

I want to plant a flag now - I acknowledge what the ODP is doing but sorry that there is no process on place to allow the community (as opposed to the Board) to review the output of the ODP. This is important especially in a circumstance like this where the gnso has said they want a cost benefit analysis done. So, we need to pout in place a review process for this.
