The scope issue was raised by RySG during the WG meetings, and I indicated that I thought it was sufficiently in scope and, if not, then the Council would make that determination. As such, Kurt is appropriately raising the question at Council. The scope issue could have also been previously raised by the WG via the Liaison mid-stream, but in recognition of time, the WG kept working on the issue and reached compromise/consensus.
