Follow-up regarding Xavier's answer to me: My concern is that the revenue from the last round was not anywhere near what was expected. There is a danger that new TLDs *could* be a net cost centre to ICANN. If that happens, perhaps a "cost recovery" application model is a mistake, and if so, we need to consider that now.
