Please note the Framing Paper does not fully discuss worldwide objections and deep concerns raised by GAC and the world in 2012-3. It would be useful for the GAC to review the dozens of Early Warnings filed by individual GAC members and comments of concern to the Board from small businesses, organizations and individuals around the world.

Assuming the proposed facilitated dialogue goes forward and takes place, the framing paper mentions the possibility that the dialogue does not result in an agreed framework as to how to proceed with the issue of closed generics. The paper notes that “[s]hould the dialogue not result in a mutually agreed framework, it may be presumed that the Board will need to decide on what the most appropriate action is, within the Bylaws-defined roles and respective remits of the Board, GAC and GNSO.”

Closed Generics for future TLDs would not REQUIRE a PDP. There are other GNSO processes other than the PDP that are more nimble for policy processes that do not result in Consensus Policies.
