It’s a pleasure Philippe
Marie Pattullo
43:27
Happy Belgian-ness from us to you!
Terri Agnew - ICANN Org
44:00
Welcome Stephanie
Stephanie Perrin
44:14
Thanks!
Sebastien Ducos
44:42
My Franco-Dutch self is feeling very Belgian today 🙂
Marie Pattullo
46:18
May the lace, chocolate & beer be with you, Seb.
Paul McGrady
46:44
Seb, thank you for being willing to take this on!
Terri Agnew - ICANN Org
46:48
Welcome Wisdom
Manju Chen
47:16
@Marie how dare you not mention the fries! ;)
Justine Chew (ALAC/GNSO Liaison)
48:28
Good impersonation @Kurt!
Marie Pattullo
48:32
My sincere apologies, Manju. The shame.
Mark Datysgeld
48:34
You just need a log cabin background, Kurt.
Thomas Rickert
49:01
Kurxim :-)
Mark Datysgeld
49:23
Kurxim is like a fairytale monster of some sort. 😂
John McElwaine
55:59
+1 to Justine's point
Mark Datysgeld
58:43
Kurt raises good points on this.
Jeff Neuman (GNSO Liaison to GAC / ODP)
58:49
The only question is what would happen if there other issues the community should work on prior to (or even in parallel with) the IRT
Jeff Neuman (GNSO Liaison to GAC / ODP)
59:28
The main point under the original proposal was to be able to add new topics easily without talking about the composition of the group for the new issue
Paul McGrady
01:06:29
@Marie - using the SSC is an interesting idea...
Paul McGrady
01:07:24
Also, we need a strong chair since this is our first GGP. We need to get it right.
Marie Pattullo
01:08:13
If we need some sort of "overview" group, Paul, then we scope out the team with expertise (+ staff) requirements & ask them to submit interest to the SSC?
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:08:15
The original Steering Committee model I put forward was based on the SSC
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:08:33
But others expanded it to be 30 members
Marie Pattullo
01:08:37
Buy do we need a mirror SSC, Jeff?
Marie Pattullo
01:08:44
*but
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:09:03
This Steering Committee would have "expertise" in SubPro
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:09:12
The existing SSC does not have that expertise
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:10:41
The Steering Committee would check the "representative" box and also be able to pick the right members of the issue small teams
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:11:34
And @Manju's comments were exactly why the Steering Committee was proposed
Marie Pattullo
01:14:06
That's what I'm trying to envisage, Jeff. An SC just checking a box without the actual expertise itself risks becoming a (large) talking forum. A tight (approved by Council) small team who can then move fast to get outside expertise as SubPro requested seems more practical?
Marie Pattullo
01:23:23
That's kind of my fear, Jeff - it's taken so long in Council; can you envisage a 30+ team based on a representative model & not active will as an expert volunteer moving any faster?
Paul McGrady
01:23:23
Council would make the final policy decision, right? The Steering Committee would send a recommendation report to Council, yes?
Marie Pattullo
01:23:33
+1, Paul.
Flip Petillion
01:23:39
Indeed Paul
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:24:06
@Paul and @Marie - it may not be "policy" that comes out of this group....
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:24:15
But it all goes through the council
John McElwaine
01:24:19
Policy decision should not be by the Steering Group .
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:25:01
The steering committee was supposed to the "representative component" and the small working team that they appoint do the work. The steering committee oversees it to make sure the work was done and then submits to Council.
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:25:03
That was the intent
Steve Chan - ICANN Org
01:25:22
FWIW, even though many of the PDPs/EPDPs are representative these days, it does not require that all available seats are filled. Some community groups do indeed refrain from assigning members.
Thomas Rickert
01:25:45
We should be interested in the GNSO being in the drivers's seat. That is confirmed. We should then make sure to make the small team (or whatever we may call it) as efficient as possible, so no representative model required there imho.
Paul McGrady
01:25:53
Thanks Philippe!
John McElwaine
01:25:56
@Jeff what's the difference between the Steering Committee and the GNSO council?
Thomas Rickert
01:26:38
Good point about public comment as a tool for being inclusive, Kurt.
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:26:47
The Council already has so much on its plate to focus on being a "steering committee"
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:26:54
That was my thinking at least.
John McElwaine
01:27:04
That make sense
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:27:09
And why does it have to be "councilors" that are on the Steering committee was my other thought
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:28:11
I wrote the original proposal in about 45 minutes :)
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:28:15
But then it went to others
Steve Chan - ICANN Org
01:28:22
Would it be simpler to consider the Steering Group as just a regular old Working Group? Maybe that takes away some of the complexity?
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:28:30
and it became what you see today :)
Justine Chew (ALAC/GNSO Liaison)
01:29:00
Just a note that leaving and limiting community input to (just) public comment) is in some cases too late, especially to those groups who have keen interest in Applicant Support. I think the Small Team on SSAD worked well because it drew on those with requisite subject matter knowledge.
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:29:04
Exactly Flip.....
Marie Pattullo
01:30:13
This is the first time we've done a GGP so I think (hope?!) that this is a one-time conversation, Flip.
dmiloshevic
01:30:30
+1 Jeff - It makes sense that the SC does not need to have councilors as part of it, should we go down that route
Manju Chen
01:31:44
agree it shouldn't have to be only councilors on the SC
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:31:53
Can any of these things be votes on email?
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:32:00
so we don't have to wait another month
Paul McGrady
01:32:39
Let's be patient and do this right. Yes, it has taken a bit of time, but it is our first one.
Manju Chen
01:33:34
+1 Paul for a good first one!
Justine Chew (ALAC/GNSO Liaison)
01:42:42
Philippe's suggestion sound logical.
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:53:41
During....but not "towards the end"
Thomas Rickert
01:53:49
Thanks for mentioning that. I hope we can continue the discussion on that, Marika!
Jeff Neuman (GNSO Liaison to GAC / ODP)
01:53:50
Towards the end is often too late
Justine Chew (ALAC/GNSO Liaison)
01:54:31
+1 Jeff, I recall mention/suggestion of ICANN staff being more active within the PDP.
Justine Chew (ALAC/GNSO Liaison)
01:54:51
*a PDP
Marika Konings - ICANN Org
01:55:38
Note that GDS liaisons already take active part in PDP deliberations with a specific focus on implementability of recommendations, but of course an ODP type of review may go a step further than that.
John McElwaine
01:55:48
@Philippe agree with those comments
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:01:53
I would give another 7 days
Manju Chen
02:03:40
just wanted to note that for question 8.1 and 9.9c there missed a format distinction of question and response
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:04:16
I will look at that
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:04:19
thanks

Tomslin Samme-Nlar
02:15:54
agree Manju. It'll be helpful if it is on the record. Maybe we can ask them on the joint sessio with them?
Manju Chen
02:18:56
oh no i dont think i have the right to dictate what a board member can or can not do 🙂 i'm just worried about the transparency. it'd be nice if they ask openly if they think our opinion would be helpful!
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:20:53
@Manju - agreed.
dmiloshevic
02:21:51
I agree with Philippe’s reading on the matter.
Marika Konings - ICANN Org
02:22:43
I think a number of Board members were in attendance of the DNS Abuse small team meeting? Note that the GNSO Policy Briefing also gets shared with the Board.
Paul McGrady
02:23:00
Thanks Jeff for bringing this up.
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:23:03
Of course...but that was just an example
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:25:18
Yes, if the Council still wants me
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:27:29
The SubPro ODP was supposed to be done by ICANN 75 but we know what happened :)
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:28:27
I agree with term limits.....and I think it should be capped at 4 years like other Councilors
Paul McGrady
02:30:17
It is super late here (and early other places, I suppose). Should we take this topic to the list? I think we need to be ultra careful about how we approach this because we do not want to be inartful and hurt Jeff's feelings when he is giving both positions his all.
Marika Konings - ICANN Org
02:31:02
I believe the Council could agree to modify the existing role description and add term limits to it. It is probably also something it would want to check on with the GAC as the role description was developed in collaboration with the GAC.
Paul McGrady
02:31:29
Thanks Marika.
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:32:02
I do not want to overstay my welcome ;)
Flip Petillion
02:32:08
Agree with Paul’s last comment
Marika Konings - ICANN Org
02:32:36
FYI, here is the GNSO Liaison to the GAC role description: https://gnso.icann.org/en/council/request-liaison-gac-23sep21-en.pdf
Jeff Neuman (GNSO Liaison to GAC / ODP)
02:32:41
Seriously no hurt feelings here.....
Paul McGrady
02:33:10
Jeff, thank you for all you do. Where you get the energy is beyond me.
dmiloshevic
02:34:12
+1 Paul
Thomas Rickert
02:36:16
Sorry I need to jump off. Thanks all. Great discussions today!
Steve Chan - ICANN Org
02:36:34
12 August deadline re: SPS travel!
Marika Konings - ICANN Org
02:36:59
Thanks, Steve :-)
Flip Petillion
02:37:10
Thx !
Paul McGrady
02:37:11
