what does "billing process" mean?

@Viacheslav, the design accounts for a billing system for accreditors and requestors that would be routed through the Central Accreditation Authority, for non-governmental requestors. It’s captured here as governments must consider how to process fees for disclosure requests.

Assume a national government authority can settle all relevant fees with ICANN if wishes?

To be clear, all data requestors are expected to pay fees for their requests regardless of whether they receive the requested data.

Apologies; was just to confirm that the numerous folks (we accredit) would not need to set up financial contracts with ICANN if we decided to have fees paid by our AA

@Nigel, yes. That certainly makes sense.

In the design, we assumed that the accreditation authorities would be the ones to remit funds to ICANN org. Not individuals.

14.2 may be a helpful reference: "The objective is that the SSAD is financially self-sufficient without causing any additional fees for registrants. Data subjects MUST NOT bear the costs for having data disclosed to third parties; Requestors of the SSAD data should primarily bear the costs of maintaining this system."

On the designation to ICANN org, to be clear, the internal process to designate (choose or create) a gov AA is up to each country. We are not suggesting that the MFA is doing that. We are only suggesting that the MFA (or equivalent) announces to ICANN org

So the billing referred to in the recommendations is billing for the accreditation process within a country. But if there is a "per request" charge, that is intended to be billed by the SSAD?

There are three types of fees: 1) accreditation; 2) declaration verification; and 3) request processing

All of which we are proposing will be handled by the relevant accreditation authority

Francisco, I think what we are hearing is that governments do not have an easy way to bill individuals. Its actually a very complex process for many governments to send out invoices and collect from individuals.

@Jeff, the intention is not to have government bill their accredited users, but they do have to pay for requests on behalf of their users.

I agree with Jeff and Goran. Not easy to follow new processes, commit participation of key actors (law enforcement) and make them collect and transfer financial resources. Test environments might be important

@ Jose - yes, at least to highlight that there needs to be a gov AA so a county’s governmental officials can be accredited with their gov status
