@Viacheslav, the design accounts for a billing system for accreditors and requestors that would be routed through the Central Accreditation Authority, for non-governmental requestors. It’s captured here as governments must consider how to process fees for disclosure requests.

On the designation to ICANN org, to be clear, the internal process to designate (choose or create) a gov AA is up to each country. We are not suggesting that the MFA is doing that. We are only suggesting that the MFA (or equivalent) announces to ICANN org

So the billing referred to in the recommendations is billing for the accreditation process within a country. But if there is a "per request" charge, that is intended to be billed by the SSAD?

There are three types of fees: 1) accreditation; 2) declaration verification; and 3) request processing

Francisco, I think what we are hearing is that governments do not have an easy way to bill individuals. Its actually a very complex process for many governments to send out invoices and collect from individuals.

I agree with Jeff and Goran. Not easy to follow new processes, commit participation of key actors (law enforcement) and make them collect and transfer financial resources. Test environments might be important
