The contingency is an amount for unforeseen expenses in each year. Since ICANN org and Community plans so far in advance, there is a line included each year as a % of funding for unforeseen items.
For Operating Initiative #10 there is no incremental or additional resources add other than the Functional activities for Government Engagement. I hope this answers this question.

QUESTION: Regarding headcount projections, there is a cost associated with implementing the recommendations of the CCWG Auction Proceeds but one of the options under that recommendation is expected to be Mechanism A, ICANN establishes an internal grant-making operation. Although evaluation would be done by an independent panel, administrative staff for that option would be expected to be quite significant. How do the "headcount" numbers and the "Auction Proceeds implementation" numbers align with the expected costs, especially in terms of personnel?
